Documentary which looks at the idea of Public Service Television, its influence on the development of British broadcasting and its relevance to the development of the media in the 1980's. The changing relationship between the audience, the broadcasters and the state is also considered. Clips from Z CARS, OH BOY!, ITMA, STEPTOE & SON and NO PROBLEM are included.
